Performance Diagnosis
A measured baseline, findings ranked by time or cost recovered, a roadmap ordered by effort, and a benchmark plan so the fix is proven. If we find nothing worth fixing, the report says so.

After the assessment
Builds are fixed-price follow-on SOWs with milestone billing and change control. The price is set by what the assessment found, so there is nothing to discover later.
